Softening The Brillo Pad

My beard is very coarse and gets very much like a Brillo pad - especially after swimming in a chlorine filled pool during the summer. I've tried a bunch of products on it, but I find beard oils to be, well, oily. And nothing I've tried either works or maybe it would work but I find it unenjoyable to use.
